Is a Casino for Charity legal?

I live in Virginia and am trying to create a casino, legally. Poker would be the only game we would host. Given consideration, running it as a charitable organization would probably be the most legitimate way to go about this. Veterans of Foreign Wars runs a similar "poker night", and does so legally. Does anyone have any advice on the subject?
