Is it about religious discrimination? If yes or no plz describe your answer?

Actually I have to yze the essay "Saudis in Bikinis" by Nicolas D. Kristofe but I'm not sure that the author is against islamic dress and he thinks that women are repressed out there or not. I think he just wanted to clarify for Western that they are not repressed it is just their culture and they are happy the way they dress. Thanks in advance.
