If i want a refund off amazon, does amazon give me a refund or the company that i bought the item from?

I bought an ipod touch 4th gen 32gb, on the 1st of june and it still hasn't arrived, if I wanted a refund, would I have to contact the company who i ordered from or amazon, because the company "great deals" are not contacting me whatsoever.
