Why don't most people consider Dogs Playing Poker to have much artistic value?

Why don't people consider the painting Dogs Playing Poker to have as much artistic value as say paintings by Pico? True, art is subjective but I believe the overwhelming majority wouldn't consider Dogs Playing Poker to be as good.
